The locals get housekeeping / back of the house positions, and the haoles get the "Customer service" positions that require interaction. Like the other answerer above said, many places want to keep a certain image. That or they want to keep a certain "image" to their place, for instance there are places that ONLY hire blacks. I drove by a barbershop the other day, perfect example. Or are you just making a generalization (which I actually would agree with)? The only rationale I could come up with is that Orange County is predominantly a republican area, with very conservative, traditional beliefs.
